Why select EnCOSS, LLC as your Outsourcing Partner?

Because, EnCOSS principals have spent decades continually refining the techniques that maximize the success of utilities systems performance and outsourcing partnerships, as both service provider and client.

Steps to Outsourcing Success:

  • Attain a solid understanding of the client's culture and requirements.
  • Create a shared vision for the project, based on strategic objectives.
  • The contract development process should
    • Reflect this vision.
    • Include critical performance metrics that motivate the utility service provider and that enhance goal alignment.
    • Establish effective communication pathways.
    • Incorporate flexibility.
    • Provide a contingency plan, dispute resolution methodology and exit strategy.
  • The partnership must be continuously & effectively managed throughout its duration, at multiple levels, to see that the goals are met and vision attained.

They have also witnessed why outsourcing projects can fall short of expectations.

Formulae for Failure:
  • Project is approached from a tactical standpoint instead of being strategically driven.
  • Partnering with the wrong utility service provider.
  • Poorly designed or poorly understood contract.
  • Management of the contract is/becomes adversarial instead of cooperative.

Regardless of where you are in your Utilities outsourcing cycle, EnCOSS will help you through to a more efficient, more effective completion.

To providing the Complete Solution…

Contracted Services:

  • Design Option - EnCOSS custom designs a complete facility in accordance with client-specified performance standards and design criteria.

  • Design and Build Option - Provides both design and construction of a project to the client. This type of partnership can reduce time, save money, provide stronger guarantees and reallocates additional project risk. It also reduces conflict by having a single entity responsible for the design and construction. The client owns the assets and has the responsibility for the operation and maintenance.

  • Design, Build, Operate & Maintain Option - EnCOSS designs & builds a facility to the client's specifications, operates, maintains and manages the facility for a specified time period under a contractual arrangement.

Then ownership of the facility transfers to the client at the end of the specified period of time. In many cases, EnCOSS can also provide some, or all, of the financing for the facility, depending on the terms of the contract.

  • Design, Build, Own Operate & Maintain Option - EnCOSS designs and constructs, operates, maintains and manages a facility without transferring ownership to the client. This is the most comprehensive service package.

  • Operate & Maintain Option - EnCOSS operates, maintains, and manages a new or existing facility. Under this contract option, the client retains ownership of the facility. Existing facility employees would have an opportunity for career enhancement potential.

EnCOSS may choose to invest capital to upgrade the facility, where it can recoup the investment and earn a reasonable return based on contributions to operational efficiencies and savings over the term of the contract. Generally, the longer the contract term, the greater the opportunity for increased investment because there is more time available for investment recovery.

  • Own, Operate & Maintain Option - EnCOSS leases or buys an existing facility from the client; invests its own capital to renovate, modernize, and/or expand the facility; and then operates it under a contract with the client.
